They all go back eventually no matter what you do. I can heal back all their health and they'll still go back.
I get that an AP is not the best support build, but good healing is still supporting. If I can heal 1000 damage back with wish I can completely turn around a team fight, how is that not supportive? A support Soraka simply cannot heal as much as an AP Soraka and that can be easily proven. Support is as much a playstyle as it is a build style.
Hmm, by the looks of it the second build IS far superior, with the exception of the situation where a different champ on the team is carrying the Aegis, in which case it can be swapped out for whatever. However, my point still stands that Archangels is a strong AP-boosting item, despite it not being so viable on soraka.
All I'm trying to say is that AP Soraka has better heals, and you guys already know that so I think we're done here.

If you're looking at a 9k gold budget, then the "ideal" build is Ionian+Shurelya's+Deathcap+Spirit Visage.
Makes you pretty tanky, and makes your heal the most effective out of a lot of possible builds.
