He almost always gets fed early game, rushing Lich Bane with some other AP item to make
Mystic Shot hit like bricks.

Hybrid is for Champions with perpetual on-hit effects and synergy with AP.

Otherwise, it's super expensive to make viable.
Ezreal doesn't have an on-hit effect, most hybrid items have attack speed, so he'd be losing potential power.
