Nah, to be honest it might become better for weak early game champs... like maybe mundo, who isnt that strong until level 6 ......

Will always be weak late game. Hell, even mid game its weak. Sure, it lets you stay in a lane longer...buy a pot and stop overextending...
Heal is like Clarity. Some pple like it other say it is ****. It depends on how you utilize it.
The problem is that Heal is rather Tricky. You can try luring enemy and make him overextend with it and later on die to the tower, but in more competitive games you wont be able to to it anyway.
Playing smart > Heal
Mana regen runes > Clarity

The only problem with Heal, Clarity, Rally and Fortify is that CV is basically a MUST and the second spell pretty much needs to be Flash or Ghost. After the CV nerf maybe these other spells will be viable.

I disagree. The problem is that all those spells need a small buff to be able to compare to the other spells.
Heal and Clarity both need a small scaling buff. Heal needs it more than Clarity.
Rally needs to be mobile with a little lower CD and duration. The mastery for Rally needs to be in another mastery tree while the AP gained needs to be nerfed.
Fortify needs a small CD reduction and the mastery for Fortify needs a small buff, but it's pretty balanced otherwise.
I'd rather have summoners' provide a little kick than them all being rather meh.. That means that I'd rather have the weak ones buffed than the strong ones nerfed.

I personally like this spell i use it all the time on my low lvl account :o (laning againts 2 ranged as melee is a nightmare when they just thrown everything at you like bots xD) , if they do this change do you think it will become mandatory for ad carry or even other champs ?
