Usually the combo for Vlad is Hemoplague, tides, transfusion, sanguine, tides, transfusion and so on. Since there is frequent intervals in between spells, you might as well get something that helps your out of your spells. You don't really see a 3 hit combo nuking the **** out of everyone when you play as Vlad. Vlad has the luxury for such items since they make great chasing items for APs, but not many can utilize it as they'll probably get r@ped faster than they use it anyway.
Lich Bane is good for Vlads. As one of the late game items, it means you get a ton of damage by Lich bane's effect alone. Most AP champs are not good chasers with their low hp. But Vlad is one of the best AP chasers, seeing that he can tank quite a bit and heal back a lot via his skills + spellvamp. With his unique skills, he can chase down opponents w/o fear of ambush or people charging back at him to kill him that much :)

@AwesomePwnage1 For me, I play Vladimir as a bait (off tank that is expandable after ulti)
I basically die after getting hit by a ton of spells (or try to live by sanguine pooling). After their skills come off, I will start to take revenge, ulti and let my team do the damage. Its a really effective method to keep your team alive (for few players since they don't like to die) and it brings us all together, like friends :) (Except it just makes them easier to hit with your ulti).
With their skills all used up (Most important is their utlis. Usually I pwn them so much that I get my items 1st, but if it happens, you're the ultimate bait). By relying on the fact they hate you (OMFG DIE ALREADY STUPID BLOODSUCKER etc) its much easier to get them to hit you and even easier to stage a trap.
