Armor Penetration desolation runes

For example annies monster does physical damage so it would benefit from armor pen?[/quote]

That is physical damage right? Well even if it is physical damage, Tibbers mostly deals magical damage in the form of his built in sunfire cape and initial cast damage, so magic pen would still be more useful than armor pen.[/quote]
