How about . Chucking a Rose Arrow for the projectile? (Normal arrow but with a rose at the end )

And the Ulti could be a swarm of leaves around the target, Then the fear would be vines tangled around the target , and it goes back to leaves. Vice Versa .

Just an added thought on that, there could be a quickly wilting flower that reblooms if its renewed. I just thought that the vines are more along the lines of a slow...

I like the rose arrow, but maybe have it either explode or change into a thorn or something?

Perhaps the rose arrow lets out a small cloud of toxic pollen on impact?

I find that her autoattacks should be something like sharp leaves or so, and every 5th attack, it should glow or shine in some way, and also make a different impact noise.

For the Q, I think that maybe either a prolonging of the arm, that is thrown in a chosen direction, or just a long vine or so. Either that, or maybe some sort of specialized different kind of leaf-ish thing - so that you can tell when it's the skill and when it's an autoattack.

The tether, would, for the theme most likely be best with some vines that goes from CAC1 and tethers itself to the enemy. If it is broken, the vines should dissolve themselves in some way.

The debuff, could be an on-hit effect, which would make more sense, but considering that is a single target spell, I'd say that it'd be awesome if it was like some vines or so that goes under the ground(but still visible) and then catches on to the enemy, representing the debuff.

About that, I think actually the ulti should be something like the same, however maybe with some more drama added to it. (bigger scale, stronger colors, etc - not sure)

Maybe the E skill debuff should be made in some other manner, but I think the concept of that idea would work really well for the ulti.

Autoattack animation: Green leaves with light pink glitter around them.

Q Active: The projectile would be a dark purple "cloud" of poisonous gas. (Possible reference: I think Slark from DotA has a projectile like this. Perhaps on his first skill)
Q Passive: Her autoattack throws a light pink rose instead. It also leaves a small cloud of gray/purple poison (Teemo's as reference) over the target.

W: A vine full of thorns. If the enemy leaves the range of the tether, it "pops" with glitter replacing the area of the vine and a white rose briefly glows in the middle. Everything fades in a second or less. If the enemy doesn't leave the range of the the tether in time, the vine goes black and fades in a second or less.

E: A red leaf swiftly spins with glitter around the target enemy champion for the duration of the skill. Every time the champion is healed, the leaf sends out stronger glitter and a few small light pink roses for a second.

R: A VERY dark purple aura (with the size of the actual AoE) is formed around the enemy champion and moves with it for the duration of the skill. It glows lighter and glitters every time the skill refreshes. If the skill isn't refreshed, the aura simply fades out. (Reference: Morgana's weird aura thing)
