He is most powerful in the Duo Lane, but can be used very effectively to win solo lanes.
He's bad in solo queue because he is a high skill cap champion, needs a lot of farm, and is extremely vulnerable to ganks/being kited.
Nidalee and Teemo perform almost the same task, but both have MUCH MUCH more ability to escape ganks, both have better ganks themselves, and aren't as reliant on their ability to be higher level and have better items than their opponent.

High skill cap? Morde? I mained him before and I like to play him in soloque (ranked). Only way you can loose a lane is vs a great lasthiter and an early good ganker (lets say Irelia and Nunu) and you can still ask your jungler to countergank them. He's not effective in duo lane as he takes all the farm and gets nothing from his partner but flames.

His ultimate alone makes him pretty high skill cap.
That, and his large weakness to kiting.
He's kind of one of those Razor's Edge type characters.
You either die instantly, or get a triple kill.

High Skill CAP.
Not High Skill Requirement.
It's similar to the reason why blitzcrank is high skill cap.
It's not "Can i land the grab" it's "Who do i grab, and when." that makes a good blitz.
