Life Steal converts a percentage of the damage dealt by a champion's physical attack to health. Physical damage only.

On-hit magic damage effects aren't spells, so they don't trigger spell vamp.
Nor are they physical, so they don't trigger life steal.
Common sense, folks. Magic damage =/= spell vamp. Physical damage =/= life steal either (for instance, irelia's Transcendent Blades)
