I sometimes build RoA twice if I happen not to need the Banshee's veil, RoA is the best item on Singed and can't be forgotten. If i do this, then i build Force of Nature afterwards. I usually don't take Rylai's, because it does keep many people from chasing me, but it's a great item if going up against a Nocture, Warwick or another champ with high movement speed.
Lich Bane is not a bad item, but you can't wait with buying your boots untill you finished it.

BTW, great survivability item is Hextec Revolver. Heals you when people chase you trough your poison. I usually don't build it into the Gunblade, because that's expensive and if you increase your damage you also increase how much you regain with spell vamp.
