Some skins are able to be bought in the store. But those who ain't could've been a Limited Edition for certain events happening.

A lot of skins are given out during events and can only be acquired during those events. For example, an upcoming skin for kayle is being given to everyone who's played 10 games in season 1. After it's handed out, there will likely be no other way to acquire it. (Note: receiving an event skin gives you the champion as well).

if you cannot buy a skin in the store but see the splash of it, it is either:
1. limited and can no longer be purchased
2. upcoming
3. special (referrals, tournies, PAX, etc.)
