Yes. The passives are unique only to the respective item.

I get Aegis cause he beast wit Auras
I get Zhonya's to make people rage about not touching you
I get Banshee's to counter more CC that they are bound to throw at you

Yeah i can agree with that line of thinking to.
i've seen some different ways. it depends how you want to play him. if you want to play him as more of a melee/mage. then build

and then the rest i just fill out according to the enemy team. this is a very tanky support build. it works for me.

Thanks for all the advice so far. I'm really glad the theories have veered away from AP builds, Taric abilities are strong enough on their own imo.
So far the most effective build I've been able to come up with is more of a hp + armor/mr (depending on opponets) type set up. However, I'm still not the best builder out there so throw me your theories on what you would do for a hp + armor/mr build.

get a Pick or the Shell to get a little extra gold passively. And the mastery for gold couldn't hurt.
That's what you do normally. Just get Philo Stone/HoG and then let the gp5 farm you along with the passive gold recieved.
