Most successful tanks in low ELO

I hear a lot of people say that, for instance, Shaco is a great champion but people in low ELO just won't capatalize on his presence and, therefore, isn't a good pick at low ELO. **EDIT: Also, I forgot to add, what champions can you get away with as tanks? For instance, if I wanted to play a character that's usually the "Tanky-DPS" or "Off-Tank" role, but not usually played as a tank, is that an effective way to go? Some people I could concieve of in this catagory would be like Udyr, garen, Sion, blitzcrank, etc. Peace.[/quote]
