I'd say Jarvan is a nice pick, since he has so much CC and that really helps your team, especially if they aren't that good. And he also deals a good amount of damage even if built as tank.
Malphite is also a good pick, because he is such a strong initiater and has a great burst when considering he is a tank.

You should really never pick a "Tank" in low elo.
For one thing, you need a solo lane.
Secondly, and probably most importantly, Tanks don't do enough damage to 1v3-5, or take down towers effectively.
Low ELO should be treated a lot like Co-Op vs. Ai in that your best bet is to pick a carry that you are good at, and abuse the low intelligence/skill of the other players to your advantage.

Good team comp > 5 carry team comp
Every role can carry the team in the sense their actions greatly influence the game, Especially tanks. Tanks can decide when to fight / when to back off. Initiating good fights for your team wins games.

I guess we have to qualify "Low ELO"
When i hear that, i think of sub 1000 elo.
In sub 1000 elo, people DO NOT pick balanced, proper team comps.
People auto lock hard AP/AD carry, and don't pick a jungler.
The thing about it is this, The other team does the exact same thing.
The only thing you have to do to drag yourself from 0-1200 elo is play an AP/AD hard carry and get more farm and kills than the other dudes.
You will win games because you will win games because you will get penta kills through proper positioning and being farmed alone.
I'm almost 100% sure you could carry a 3v5 in 500~ elo as long as your other 2 team mates were on the same level as your 5 opponants.
It's less of an issue of "oh the other team has a good team comp" and more of an issue of "oh i have more cs than the entire other team combined".
In the 1200-1800 range, AD Carry/AP Carry is still your best bet, but more skill is required, and team comp starts to become more important.
in the 1800+ range, it's all about team comp, and map control.

Bard: The problem with Tank Janna is that while her skills are actually very strong for a tank, she does NOT have the farming ability nor does she have the base stats to become a good tank. Your early game would be so terrible compared to support GP10 Janna that you couldn't do anything later on.

Her base stats aren't that great, but the right runes/masteries will help that to a certain extent.
As I said before, Tank Janna IS NOT as good as Support Janna, but it is semi-viable (if somewhat unexpected).
