I think that, even post-nerf, he is among the best solo-top choices. Many people underestimate him, however, he's really powerful. You're pretty swift and mobile, got great dps, and even lvl 1 scrap shield saves you a lot of hp when harassing.
In my opinion, psychology is your best ally on Rumble. I think half of my early lane kills comes from letting the enemy think I am weak, do some feigned attacks and running around (I am usually very slightly behind in last hits, but that compensates in the enemy pushing and getting slain/heavily damaged, and me catching up), waiting for the right moment and then just flying out with tasers, overheating, and frying the enemy alive. Rumble's DPS is outstanding, and since he's swift, got slow, and can use Q while moving, running away from him is usually your doom. I especially love the ulti. With ghost, scrap shield and good manoeuvering, the enemy's ganks are either unsuccesful or end up with you getting a double-kill.
Rumble is not THAT hard to play, but the key to mastering him truly lies in the correct using of danger zone and overheat (to use overheat offensively, not just avoid it for the silence), and tricking your enemy to chase you so you can turn around and roast them :D
I really don't think there is a true counter to Rumble. The only one who gives me a hard time regularly is Darius, but he's well known to be OP and is usually banned... Also Yorick is quite nasty, but if you hold back a bit, he's powerless and you just wait for your jungler's gank.
Twice have I been against another Rumble on solotop, unsuccessfully. Why? Most people play Rumble as an offensive champion, whereas I play him tank-ish. So when we clashed, the other Rumbles had more AP, and higher damage. I had to fly, and you can imagine what happens when you've got a flamethrower behind you. It seems lame but when 2 Rumbles fight, there is no retreat :) if you run, you get fried.

PS: I think Randuin's omen would be worth a mention in the update. As an AP/tank you need an armor item, and I find Randuin's slow features, slight CDR, more armor, and regen better than Sunfire cape's AoE and +100hp. Guardian's angel is good when you're focused, but you're mostly not the target no. 1. Just my view :)
can you add a section who counters rumble and is he best choice against.
I've been following this build for the most part and so far I've preferred Zhonya's and FoN over Sunfire/Abyssal/Guardian's as the defensive items. I haven't found Hextech Revolver to be enough sustain, so FoN seems to help boost that (plus the speed is nice). Then since that's enough MR, I figured why not change the AP/MR item (Abyssal) out for an AP/Ar item (Zhonya's). It's a little expensive, but endgame it seems a lot better to me. Just something to chew on. I've only been playing Rumble a little bit so far.
