He streams pretty much late afternoon / night US time.

Writers want to make league judgments too.
The point is, there's a new champion that needs a judgment and spotlight every 2 weeks as well, and there are many more ahead in the time line. Phreak has also been fairly busy, with DreamHack, dealing with the EU split, playtesting, and general community stuff.
Updated spotlights are low priority.
