No, I think it's additive. But that it's 35%+4*15%=95% instead of 5*15%. Because it slows FURTHER each second. Please correct me if you can find the facts tho.
95% slow might seem OP, but after about 240 (or something like that) slows are reduced in effectiveness by 20% and after 200 (or so) they're reduced by 50%.

Let me spell it out.
35% base slow
15% per second
15 x 5 = 75
75 + 35 = 110%
That's messed up.
I'd like to see it fixed, so I can know the actual numbers on it
