I would make his Q stay on the ground for 3.5 seconds at all levels, make it heal him and allies less, nerf the base damage slightly and remove the channel. Also, I'd either lower or make the fear bonus with blood scale up to 2 seconds-3 second fear available at level 1 is a nightmare. Q has a really really high HP cost... at level 1 you'd be hurting yourself more than your enemy when you used it.
W should have a max amount of blood it can use, because with you ult It'll just waste all the blood you have. Also, it really messes you up if you're trying to stack up blood because it will just use it all.
That E is a scary *** spell, especially when you have a lot of blood. Basically, when it bounces twice it's doing 140% of the original damage. Hot diggity dawg. I'd make it slowly do less bonus damage, and maybe up the base damage a little bit for compensation.
On the ult I would lower the passive bonus a little bit, just seems too high right now. Also, since the ult doesn't last that long there's really no reason to have CDR on your Q or E-It won't make much of a difference if it's only for 10-25 seconds. Also, I'd make the blood cost scale up to 500, since getting 500 blood at level 6 is not easy. I'd lower the CD on the ult a little too.

while my Q only does 120/170/220/270/320 (+0.8 AP) over 5 seconds.
Maybe I should decrease the health cost a bit and the fear to 1.5 seconds extra so total is 2.5.
Why remove the channel?

W is your burst skill, it has a maximum (the maximum of your blood bar), the more blood it uses the stronger it relatively is, it's exponential.
A possibility could be to that you use 100 blood for this spell per W tap within 0.5 sec or 1 second.

For the E skill, this skill seems OP that's true but look at the range for the 6th and 7th bounce it's very small almost melee range and it's not necesarily so that the a person gets hit by all seven hits, maybe just be the last or first one.
This skill just make's it so a team will have to spread out when in a teamfight or face the consequences, it's a very tactical skill.
It's Ap ratio might be a bit high, I can agree on that, but i'm not sure.

Why would it be OP that you can store 800 blood? (at death blood counter is 0 again, at W use the same)
I'll show you the difference of the CD on Q and E with ult on.
first of all 1 or 2 seconds difference are extremely much in a (team)fight.
secondly with lvl 3 ult:
with CDR almost impossible to cast 3 times within ult 0,10 and 20 sec
wih CDR 0, 8, 16 (very plausible to cast 3 times)
same with E
0, 11 and 22 (impossible)
0, 9 and 18 (plausible)
furthermore if I make it last longer, it won't be necesary to decrese the CD or viceversa.
Because the actuall CD at lvl 3 ult at the moment is 50 seconds (70-20 of activated time)
maybe I'll increse the starting time from 10 to 15, make it 15/20/25 seconds.

Gàrraziëm - El terror sangriento or Gàrraziëm - The terrore cruenta
He's is fairly unique imo, haven't really seen skills like these accept R maybe. But his passive is unqiue with the (Sacrificial) blood bar. Also W his very cool and a strong burst skill but it requires you to use the other skills to get the most potential out of it. Also his E gets stronger and better the more enemies are grouped and close to each other. very good against ganks when they have 3 or more coming at you at the same moment, laucnh it and see their HP drop like hell if they stay to close to each other, and if they separate the escaping/killing becomes easier for you. His Q makes you more lane persistent later on. when you get a few points in it. however don't use it when you're already near death because it uses a huge amount of your HP.

Then (after 0.5 sec delay)it jumps to the nearest ally of the enemy hit if there is one within 500 (initial)range, now dealing 20% more damage and hits all within 85%(425 range) of the previous range and jumps to the next one if he's within 425 range.
this bolt can jump up to 4 times every time increasing it's damage by 20% and decreasing it's range by 15%.
Has to jump to at least to other enemies before it can jump back to the first one.
If you have 150 or more sacrificial blood you can tap E within 0.5 sec after using it to consume 150 blood and increase initial range to 600, if you have 300 or more uses 300 you can tap E within 0.5 sec after using it to consume 300 blood and increase initial range to 700.

Story (WIP):
Gàrraziëm comes from a place far away in the dark corners of the Runeterra, there he lived in a small village it was a harsh life but never the less he liked his life there because all his friends and family lived there. As was normal they were consequently attacked, by ferocious beast, terrifying monsters and other atrocities. But they always managed to keep casualties low and the village more or less intact. However they were very unfortunate as close to their village there was a war going on between vampires and werewolves. Both sides were continuously trying to increase their military power so *** to (easier) destroy and eradicate the other side.
Thus the vampires one day attacked Gàrraziëm's village, either killing or turning everybody he knew in a vampire. Even he was bitten by a vampire and if bitten by a vampire there are only 3 possibilities:
1. Your body can't take the stress and you get very ill and die within 3 days
If you survive 3 days, at that moment you start graving for blood you want it you need it, you will do every thing for it, now there are 2 things there can happen(second and third possibility).
2. The first vampire that bit you gives you a bit of his blood, turning you into a vampire.
3. You don't get any blood from the vampire, and you start to lose control over your body wanting to drink more and more and finally drinking the blood of another human, at this point you turn into a Vampyro.
Vampyros don't have any control over their mind nor body and are beast that act upon instinct, after drinking blood the first time they will set out to find more blood. However every time to drink blood they will need another supply of it faster than the previous time. Normally they die because the interval in between times they need blood is so small they can't get to the next person or they die because they love the blood so much they don't even care if they are shot or hacked upon when they are drinking blood.
The only thing that can make them take of their eyes from blood are werewolves, when they see one they go totally mad and must kill it, regarding whatever injuries they might get.
Gàrraziëm knew all this, but he didn't want any of these he would never drink the blood of any fellow human being. But he could feel he needed blood, then he had an idea that might possibly work. He drank the blood of one of the cows that were in his village it was the most awful thing he ever tasted, but it subdued his lust for blood and he didn't turn into a Vampyro.
But it only worked so long and he knew that eventually it wouldn't keep him from becoming a Vampyro or dying otherwise.
So he set out for a quest he went looking for a way to keep him from turning into a Vampyro and at the same moment becoming strong enough to kill all the vampires in existence and probably afterwards the werewolves.
At his quest he found several monsters and one of those monster had acid like blood when he tried to drink it he burnt his whole throat. But not long afterwards he found a Devil's layer there he sold his soul so that he could accomplish his goals. He got the power to absorb the power of the 3 first living being of which h drank the blood into his own blood. First he went back to the creature with acid like blood. Second he found another strange monster, a beast infested with maggots as ferocious and dangerous as Sabertigers and as big as giant rats. But the last atrocity he found was his best finding, a monster that was partially created out of electricity and blood, and in which boy continuously chain reaction were created.
Afterwards the devil came n front of him and said if I can have all souls of the creatures you kill I will aid you in your fights. But to summon my power isn't easy, you will have t sacrifice a huge amount of blood but the reward won't be small and I will give you the blood back.
Do you understand this?
and Gàrraziëm nodded and was wonderfully grateful to the devil.
Then the devil said: "Then here by from now this day you will wear my symbol on your flesh and be a recruiter from souls as long as I see you worthy and useful enough" and the devil branded a symbol on the back of Gàrraziëm which caused him an excruciating pain like he never felt before.
There was a silence for a short moment and then the devil said before disappearing again:"go to The League of Legends and search for a vampire there called Vladimir and kill him and you will have no difficulty killing the rest of the vampire race."
