Actually, Pantheon's shield bash scales with AP at a 1.0 ratio :P
Still not exactly viable.

The thing is, Pantheon base damage @ 16 with mandrop is 1000. (Read: Terrible scaling because you need 1000 ap to double it's damage.)

Yes it has an AP ratio of 1:1, but you do more damage just by building AD :S.
