You only need a quick burst of your E to bomb people in lane, and by team fights, you'll have it all skilled anyway.
Regarding the CDR, that guide has WAY too much of it. You get 9% passive CDR with your masteries, from offence and utility. Since Zilean's damage falls off otherwise, I'd recommend rushing a Deathcap after the RoA too.

Oh, I overlooked the 6% in utility, so thats a total of 44% CDR with that build.
Maybe replace the Ion boots for Sorc boots, and take out the Void Staff because of Archaic Knowledge and Sorc boots. That's what, 29% CDR and 30% MP? What does magic pen cap out at?
If I was going to do that though I'd probably still build Morello's Evil Tome after RoA, then Rabadons. Actually, I'll have to think about that, it might be better and more beneficial to build Rabadons earlier for the damage and Morello's to spam more later game when it takes more to kill and team fights are more common. hmmm.

MPen never caps! I'd advise you to take it a little later on, so your damage doesn't completely fall off as hard as it normally does on Zileans.

There's no magic pen cap technically. But, % wise, it's 55% from Void staff and masteries.

Zilean will never NOT be good. I used to try playing him all ap...and mid... and failed... but I haven't played much of him recently, so I'm thinking more supportive, with cdr/AP. He's much, much more effective with AP.

I've played Zilean before as a strong AP support and had fun while doing well, and just had an idea of something to do during team fights.

And with the items and masteries you get 38% CDR, which I believe caps out at 40%?
So in the guide, they focus on leveling Time Bomb first, then focus on time Warp and then Rewind. I agree with putting a point in Time Bomb, then Rewind, then Time Warp; but after leveling Time Bomb what about focusing on Rewind? At level 5 the cooldown is 6 seconds and with the CDR it's approx a little over 3 seconds.
My reasoning for this is this, in a teamfight you cast Time Bomb on one enemy, Rewind, cast Time Bomb on another enemy, and then in 3~ seconds cast it on another. This will either cause the enemy team to split up and make it harder for them to focus down one person (especially if you use on melee champs), or suffer your wrath of huge AoE damage.
Although, doing this may gimp your support just a little as far as Time Warp goes for helping your team escape or chase or stops an enemy from doing the same. Built even so still at level 1 you get a 2.5 second duration, which is usually enough time to make or break it.
I'm not too sure on doing this, I'm going to try it tonight just to see, but basically all doing this would be is making it a lot easier to spam Time Bomb, splitting their team up and causing good damage, or just wiping theit team out with all the AoE.
