Shroom cooldown got nerfed too badly for AP to be that great, plus you rely on people to hit your mushrooms to do any real damage with AP. Shrooms, at this point, are mostly meant for map control and to piss people off.
Makes me sad =( I missed AP Teemo making a mushroom forest and getting quadra kills.
AD Teemo is better, but I'd also recommend hybrid.

AP teemo cannot farm well at all, is constantly HP starved, and is way too heavily reliant on shrooms to do damage. Basically the way I see it, every shroom you use in lane for killing creeps is one less shroom that can be used for lane/map control. As for AP Teemo's scaling with his E spell, its not nearly substantial enough to justify building AP, especially since in teamfights AP teemo will be the first target, and won't get off alot of autoattacks as basically a melee mage. Mages need to be able to sit at a distance and dish out damage while staying out of harm's way, and teemo's short autoattack range does not allow him to dish out damage effectively without putting him at risk.
Post-nerf Edit: AP Teemo is even less viable as shroom damage is nerfed, cooldown is insane, and AP Teemo has even less presence on a map.

From the master of AP teemo himself, saying he's not viable... Teemo I always thought would be better as AP. In the same way that AD TF fails, AD teemo fails; all his abilities scale from AP and his range is too short. So I always liked AP teemo better, but now I think that teemo is UP if the only viable way to play him is as a mediocre AD that has a very short attack range. So I think Riot's done too much to him; first they nerfed the CD on his
Move Quick(almost doubled, I think, because he was backdooring too securely in higher elos) and now they nerfed the CD on his mushrooms. Teemo needs some help. He used to be great, and I think a buff like increasing his range to maybe 615(probably too much, but he needs something!) would put him in a good place.

Tristana (703 range) can't attack towers outside of their range, but Kog'Maw (750 range) can attack them outside their range.

Ok, his abilities scale with AP, but the poison is still nice damage, the Q still gives you a blind, and the shrooms still hurt and slow and ward the map, and you use the W to your advantage to catch up with people and push faster, very helpful for an AD carry.
And he has good range.
