I've had a lot of success with laning bot with Rammus. Not sure what everyone's talking about. Although, it does depend a lot on the skill and type of champ I'm laning with on my team.

You know, when the jungle remake comes, Jungle Rammus is definitely going to be good again. Counter-jungling won't hurt him at all anymore. Although invader ganks will still scare him silly.
I've recently seen several Rammus totally win the game for be by laning with another AD-based champion, whether melee or ranged. Very cool.
The healer reworks will cut down that sustain meta. Giving him the right to lane on bottom with the carry or a bruiser viably.
So, honestly, I don't think Rammus needs any changes. (Except I still think he deserves to slow on Tremors)
He has HUGE mana problems (in the jungle at least) his sustain is **** and his jungle is SLOOW.
He NEEDS buffs.
