Usually I try to max CDR as quickly as possible because it's the best stat for Janna. More CDR means you can spam your CCs. However, remeber that if you have completed the build then you're not going to have any Gold/10 items, which means you'll be getting less gold to buy Wards and Oracle's. If you're using 400-500 gold on changing boots then those are a lot of wards you're missing, so you should try to make a more efficient build even if it means capping CDR a little later. You can also buy boots1 and don't upgrade them till later in the game, Janna is pretty fast already.
Regarding the wards. The middle wards are always important, even more than the buff wards, because those are the wards that prevent the most ganks. With the middle wards, one at baron and one at drake you can see almost everything that happens on the entire map. All the entrances to the jungles are visible, if they move to your jungle you'll see them, if they try to flank you you'll see them, if they try to steal the buffs you'll see them going through the river. If you put the wards at the buffs instead then what will happen? They gank you in mid and if they try to steal a buff it'll be too late for you to defend it. At higher levels buffs go down in seconds, you simply don't have enough time to get there if you can only see them when they reach the buff.
I feel, my friend, that you look at this build order and you feel obligated to make it as it is stated. In the build order I just placed something like starting items and some universal completed build that anyone can use even if he cant evaluate the enemy team.
I also skip lvl 2 boots often. Getting wards every time you go back and having the map revealed is the most important goal. Who said Ill skip ward for boots? Also, I take lvl 2 boots early only if I need CDR cheap (not for the speed, as you said Janna has enough speed), or I make Mercury treads latter.

Would it be more important for the tank to get the items like Aegis of the Legion or Randuin's Omen?
Well I consider Aegis important for supports. This is cheap item with great aura. The items that are made cheap are basically for supports. If tank gets this item, it can be of use but he can get something much more valuable as he can still farm some gold, and get something more expensive. However the support is short on money and the usage of such cheap items is esential.
Randuin is kinda optional. I chose it because it will cost less with your Heart of gold and you can still use the slow as debuff. Also if they insist of attacking you, the ADs will take the debuff which means they are pretty much f*cked up.
However if a tank wants Randuins, just pick something else that will be useful for the team.
I will repeat myself: this build is not a given. Feel free to evaluate the game and judging the situation you can change this build entirely. Every person has its owen preferences and likes. Thats what makes you unique as player. You dont like these two items? Dont get them. I play it like this and I evaluate these items for the most flexible choice, it doesnt matter whos against you. Depending on the situation however you must bend your build properly.

just a question, why do you leave her lvl 2 and 3 ultimate til lvl 17 and 18, because it has quite a huge heal, even though it's costy in mana.
Exactly because its very costy on mana. The heal is nice but there are few things.
First you dont build much AP to be as useful as it should be.
Second you will use this ultimate mostly because of the knockback. It doesnt change trought the levels except it costs tons of mana if you level it up.
As I like to say to everyone, however, its matter of personal choice always. You like to level up the ultimate and heal with it? Level it up, why not. Your problem will be the mana however but if you can manage it its NP.

??? CDR is the most important stat for Janna. It's maxed in 100% of the games that last longer than 30 minutes. So your plan is to finish boots at 15-20 min and then sell it 10 minutes later? Why the hell would you do that?
No, I have you a reason for downvoting so you would improve it. If I had something personal I would downvote without saying anything. I don't downvote for the sake of downvoting, I downvote when there's something wrong and make sure I let the author know the reason.
In this guide your builds had 16% extra CDR and you defend it by saying people should sell the boots? You do realise you're completely nullifying one of the gold/10 items just by selling the boots right? It's stupid to do so no matter how you look at it.
In the other guide you put some of the most important wards as 3rd and 4th priority. The bottom ward is the most important ward for the bottom lane during the laning phase and you put it at 3rd priority. The middle wards are the most important wards after Baron/Drake from early to late game and you have them as 4th priority. Really? You're going to let the bottom lane and mid-lane get ganked whenever the jungler feels like it? If people follow your guide then it's a 90% ensured chance of defeat if the enemies have a good jungler. He'll completely neutralise both the AD and AP carry.
About the Janna guide. I approve the downvoting it needs improvement and such.
About these beloved boots of yours. Im telling you that these items I put in the guide - they are full build and they are not cheap overall. You wont pass the CDR cap almost never except its very long game and/or you have tons of ***its. If you have the money to make all these items that give you this CDR and pass the cap you have money to change the boots without problem. Do you think in 30th or 40th minute you always can pass the cap with these items??
