Garen's strong early and not as strong later.
Singed is weak early and becomes very strong later.
You'll have to pick a strong 1v1 like Garen or like Kennen Vrs Singed and force him out of lane. Singed can't do anything to Kennen, you can zone or kill him for free.

Singed almost always goes solo top lane.
