Riot doesn't want Renek and Tryn to build full tank and still gain huge damage bonuses from fury while taking damage.
That's my opinion, anyways. Also, it would be a little like Irelia - If I attack him he gets stronger, if I don't he rapes me.

Well, but both champs which use fury atm are not as good as irelia. I don't see many tryns and reneks out there. Because of that, it would help them really much. Mainly the cc-reducion. I mean, any cc makes 
Tryndamere useless, so if he gets cc-reducion due to fury, he can avoid that a bit.
And Renekton would be way better in his ult-mode xD.

I think both renekton and tryndamere are both in a pretty balanced state right now. Especially renekton.. Any buffs to him would just be over the top.
Fury for LoL is a fighter based resource.
The theme/concept behind it is:
You are angry/bloodlusty -> You fight -> Anger is channeled -> You get stronger
Although a fury-based tank would be interesting. There's no reason not to have them make a tank whose fury is also generated by being damaged as well as upon attacking.

Renekton has actually been balanced quite well.
A fury - based tank sounds quite interesting. "Quite hitting me, you turds! RAAAAAGH!"
Tryndamere is where he's supposed to be; pubstomp.

The Fury system works quite well, Renekton is pretty strong at the moment. If he'd generate 5 Fury each time he gets hit, laning against him would be impossible and it's hard enough to hold top lane against renekton already. Besides of that he has a HUGE teamfight presence in his Dominus

I'd say Renekton is balanced.
Small nerfs to the ult wouldn't be unwarranted though.
