They have to have a level 30 account on the server that the tournament is set for. So for the case of the TYBS NA tournament, all players must have level 30 accounts on the NA servers. The primary reason for this is it starts to ruin the tournament for other competitors, as well as for spectators, if half the teams are low level.
If anyone finds out their opponents do not all have level 30 accounts then they should let us know, and their opponent will be disqualified.
We have a problem right now of people assuming that people's MOBAFire nickname is the same as their IGN and looking them up directly, getting incorrect info and instead of asking the opposing team they are just coming straight to us. So captains, please contact your opponent and clarify before coming to us with a claim.
People also seem to be looking at summoner info set on each other's profiles and reporting based on that. Most of the time this information is outdated and incorrect. So again captains, please contact your opponent and clarify before submitting a dispute!

Thanks Matt, that answers my question. Next time maybe there should be an enforced "update" of information on profile pages to limit the claims made :) Keep up the great work ^^
Also just want to note that, we have not yet had to disqualify a single team for being below level 30. So far all the disputes have turned out to be a miscommunication or the captain looking at the wrong profile. I am sure there will be some at some point this week but, thus far none.

Does that mean you have to have a level 30 account on the NA server to participate in the NA Tournament? Or can people have an account at level 30 on the EU server and then play with a "smurf" account for the NA Tournament?
Besides disadvantaging themselves through runes/masteries... is this allowed?
