On topic: Mercury's treads are great on singed, but singed has many options for boots.
Mercury's Treads make him un-CC'able. Great to negate CC. Boots of Swiftness make his initiation even stronger, and you will never be able to chase/run away from singed. Since that flip initiation is so important, these boots are often taken on him. Ninja Tabi kind of give the best of both worlds - defense and speed. Combined with
Nimbleness
, singed can maintain high speed provided he's being attacked (no super boss initiation though D:), and he gets defensive stats. Get these when you really want to capitalize on nimbleness.All 3 of those boots are viable, pick and choose for the situation.
