Whats the point of using it tho, i mean its not like you can pick what youll get out of it - and wasting 5 runes for 1 rune exchange is just bad. Might aswell keep the runes you "thought" were bad and at some point they might become usefull
Only decent thing its for is to delete the t1 and t2 runes you bought when you were leveling up.
And yea you can combine runes with 2 runes aswell.

You can use two runes of tier 1 even... I know cause I lost a lot of IP to figure this out! And the best part was me having 3 greater runes on lvl 13!!!!! But the thing I wanted to say is: I've combined a lot of runes and finally got a great result: mixing two greater marks of strenght (0,95 attack damage & 210 IP cost) gave me one GREATER QUINTESSENCE OF EVASION (1,5% dodge & 2050 IP)!!! I've done this THREE times so I thing it's a recipe!!! Try it out, cause for 420 IP you get a quint costing 2050 IP!!!!!!
