Not always. But what I meant by my statement was that whatever spell was the best spell is determined at the moment it is used. Flash won't save you from Tryndamere; Exhaust will. Exhaust won't save you from a 5-man gank; Flash can.

yes true. and in that context, heal can be viable i assume. what i meant was that i would never take it over a flash or an exhaust. But then again, it's all very situational and which champ you're playing in the first place and what your role is. But like someone mentioned, a flash or an exhaust will get you out of any situation that a heal could've in the first place, and flash or exhaust are still strong late game, whereas heal just... :S

He cant chase you if hes dead.

They could just make Heal a passive summoner improving regen based conumeables either by increasing the duration they tick or increasing the amount healed per tick. The heal talent changes to "Mixologist"-All stat buff potions gain increased duration. TADA! It becomes a viable summoner through out the entirety of the game....But what does my idea matter? Unless Riot is stalking the forums...Nikasaur admitted they do apparently.

there are certain situations i guess where its viable, but i'm not gonna try and analyze those ^^
