I still love him and he's a very strong harraser and initiator however, he gets out shined by so many other mages early game, that's why you don't see him around.

He's in a good spot that people often don't think about:
A niche pick.
There are at least 15 casters in the game.
This is a strategy game.
A champion that is "the best" in their is naturally labeled overpowered.
A champion that is "balanced" will typically become a niche pick, someone you only pick if: A) It counters the enemy, B) it has great synergy with the team, or C) it's a champion you've mastered.
Vladimir isn't as broken anymore (although his anti-fun levels still warrant a rework)
His sustain makes him a niche pick for AoE damage comps.
He's not the best though, so everyone will swarm towards easier or more less-balanced champions (that may or may not be considered overpowered) - Such as
Morgana, Brand, Zilean, etc.. (I don't know what's really overpowered, don't quote me)

He is ok. He isn't OP at level 9 anymore, his sustain isn't godlike, but it isn't garbage. He can still do loads of damage, has an ult that amplifies damage on the enemy team (that is utility right there) and has constant AoE slow with Ryali's+E. I don't think of him as an AP carry, but an AP offtank, like Rumble. Just gets owned early game by a lot of top lane champions if not played correctly.
i reccomend capping cdr, having some spell vamp, and a decent amount of MR. off tank harreser mage =]

Yeah, he was much more stronger before his Q nerf, but it was needed.
Hes a good pick. Can stay forever in lane, use HP to cast skills and recover, etc. I dont see a reason not to have him if you like mages.
imo, hes a lot easier to play than Brand, Malzahar and some others, and as strong as them (he just doesnt have stun).
