How can your new Undertow be helpful?
"Undertow now scales 0.7% of attack damage rather then 0.5."
You can say either 0.7 or 70% of AD, but 0.7% is totally weak.
0.7% = 0.7/100
0.7% of 200 = 1.4
So you can get all AD items and get only 10 additional damage?

I agree that Undertow needs a little buff but his ult is way too powerful, there is no stopping him... that is, if you build him well.
