As already stated: If it's a hard CC like stun/silence/suppression no you cannot use it. But if you're slowed or blinded you can't use it.
I would like to however bring up the fact that it's great to use with champions with AoE ults like Kennen or Morgana, but emphasize that champions like Malzahar cannot use it while they channel their ult.
