Sure it's nice to know that USUALLY R > Q > W > E, but, realistically, you can't assume anything until you get into your lane and start playing.
Your skill order should ALWAYS be based on the game at hand and not some predetermined concept. That's where a lot of players fail.

Not for all champions.
For some, it's item order that differs based on the game.
For example:
Nocturne - Always max
Duskbringer first. Don't go telling me you'd ever raise any other skill first.
Kassadin -
Null Sphere always. E needs other spells for follow-up, W is obviously obsolete.
AP TF -
Wild Cards first - You probably take W at level1, but Q is top priority to get to rank5
Singed -
Poison Trail first. Fling is a one-point-wonder, and Adhesive isn't going to be setting you up any victories if you don't have any damage output.
Not all champions have a flexible skill-order.
What's flexible is their item build.
Nasus is included in this category. Siphoning Strike is his forte, his tool of choice.
A good Nasus maxes out Q first. Ideally so AND realistically so.
There are champions, as you say, like
Irelia,
Cassiopeia, etc.. who have variable skill orders.
But this is a finite group, it doesn't apply universally.
Not for all champions.
For some, it's item order that differs based on the game.

Your rebuttal and original statement are fallacious in nature and would lead the player into misconceived and simple minded game plans that will not always result in success.
While Nasus is not capable of winning 100% of his lanes, when maxing Q you can only be successful in let's say 50-60% of your endeavors, where using your other skills might bring your success rate to 60-70%
I'm not responding to the captain of the speech and debate team any longer. I'll respond to legitimate posts from other members of the community however.

Valid point, Lugi. You can only Q farm so many of the minions if the tower is beating on them.
