Finite details are not relevant until it actually goes live and we can actually try it out for ourselves because they're always subject to changes.
But only needing 3 points is probably because there are more masteries to skill into. :)

Look at the Fizz patch preview at 5:00. Offensive tree and you will see only 3 points in the first tier and he progressed into the others.

Offense actually has 4 points in every single tier... and the other tree they show up is the same. 4 points in every single tier before advancing...
