Yah dodge is still strong attribute. I don't know why they removed dodge masteries, maybe planing to add some new dodge item, idk. Anyway, dodge is useful.

No Doc, they're planning to remove dodge entirely from the game.

Useful mainly against ashe. I personally never ran dodge and did just fine. Its good against aa heavy teams, and synergizes well with his passive, but its way more gimmicky now. Singed and Udyr will miss nimbleness.......
