I use them on quite a few champions...it just depends on what mastery set-up I'm using.
If I'm using a 9-0-21 set I don't usually need them, but when I'm using a 9-21-0 or 0-21-9 set they make themselves useful.

I use them on any mana using hero. The early game regen is so very important. However I could see some Utility tree users no longer needing them with the improved mastery tree setup... because formerly I NEVER used the mana regen mastery... so I could see that being used instead of runes. But I still like the runes (namely because I don't have enough runepages and too poor to buy more).

I've been switching back to my flats more recently as well, after level 6 I stop really having mana problems so its been seeming sensible to switch back.
