I'm a pretty experience Udyr player and I found that in the new jungle, you can start with boots NP. Otherwise I'd go cloth armor + 5 hp pots and save the cloth armor for Randuin's - I don't go vamp scepter first since I don't build Wriggle's on Pheonixdyr, though you can get it if you want.
I don't think long sword is very optimal to start out with... It's Boots, Vamp scepter or cloth armor...

Cloth + 5 is almost certainly a massive waste with the new jungle.
You could probably buy nothing at all and it'd still be easy.

I love how everyone is caught up in the "X stance is better than Y stance" when it all comes down to preference really.
I've done both in the new jungle and Phoenix has recently become way, way stronger than it once was but tiger is still viable if you want to go counter jungling because of the stronger single-target damage upfront.
Phoenix is built tankier because he needs to stick around long enough for the 3attack proc which is just stupidly good damage in fights.

I prefer Phoenix for jungling AND laning atm but the general consensus is that Tiger is better for laning and Phoenix is better for jungling.
However i'll try and not just give you a cookie cutter opinion rofl.
I like Phoenix for laning because it helps you push lane (Udyr's turret taking skills are quite good with Tiger mid/early game) and forces your opponent to not roam or they lose a turret. You also can just harass without using any mana thanks to the proc as well c:
Tiger has better harass though.
Tiger is better for counter jungling since it does so much single target damage. Very efficient for taking blue and red buff and leaving small lizards/golems.
It's also better for taking dragon/baron as well.
I would highly suggest if jungling take boots + ward + 2 hp, go any route you want however I prefer blue > wolves > wraiths > red > gank with bear stance. It's a very very strong route thanks to getting boots first, his ganks are sooooo goood. Ward either their blue/red if you took tiger or wraiths/golems/wolves if you took Phoenix c:
Mind you it might just be better to do dragon if you did Phoenix. IDK.
