Imo shyvana is really good because she has built-in defense with her ult passive, she`s a great farmer and she can buly her lane a lot. Also her q works on structures.

Skarner is good, he's just suffering from the "yorick" syndrome.
It has 2 factors both very related to their release.
They were up upon release, and since players didn't know their skills very thoroughly, it snowballed into a whole lot of bad!
Also they don't/didn't excell i know Skarner has great cc Noa But it used to be **** and ppl still has the feelings..
