Should be nerfing Atma's, not warmogs. Atma's is cost effective even without a warmogs, that's how op it is...

There are a lot of other items that are gold efficient on their own.

Stacked Rod of Ages, Aegis, Rabadon's, Infinity Edge, Phantom Dancer and every Doran's item just to list a few popular ones.

Atma's is deserving a 200-400 gold increase on recipe price, and Warmogg's is deserving a 50-200 HP nerf, I haven't cared to do numbers to figure out what would balance it.
