First I have to say that this is interesting build.

To Runes:
You don´t calculate it right. You forget on -> 4% cdr. So I don´t think that is really needed.

To Items:
Yeap, is good choice for your spamming.
I can say, that I often have urge to buy , nice 700 HP and you will slow with your Basic Attack. But I still prefer . It´s great for spamming and slowing enemies. Not so good to chase 1 enemy, but for this I use . Moreover with my Attack Speed there is no chance to use well.

To Masteries and Spells:
You chose and . Okey, but these have really awful cd. And you have only for your .
No .

With you have to be really careful right?? You have small possibility to escape.

Well okey, I understand this choice for Supports, it´s important to have cdr. But in this Build you aren´t pure support.
is slow champion, combination of (at least 1 point) and is suitable.

I agree with . Lots of supports take this spell. But isn´t bad too. In this build with good cc you become little pusher and changing location quickly with is good.

Hmmm, strange build. I agree with you in a way. But i think that soraka must have Ionian and not swiftness for CD. From the other hand you taked morello's evil tome so you got CD reduction. I Agree with Tear and archangel. FROZEN MALLET? Why instead dont you take something better? like Rylai's Crystal Scepter? or Rod of Ages? Rylai's gives you hp , AP and its passive slows the target. Il agree with Will. As for Force of Nature... not sure.
