Assassins, maybe. If it's a farming close range assassin, such as Veigar or Fizz, then it has viability since they can get a Kage's early on if they're not doing so well.

I think there is a pretty good balance at the moment.
There's a point where having too many active-use items becomes cumbersome - it can already be a little hectic if you are playing an assassin character with a lot of CDR + gunblade/DFG, or an AP with CDR + DFG + hourglass, something along those lines.
And as someone else mentioned, I always forget my hourglass active - always. I don't understand, because I am relentless with my wriggles wards and my stealth revealing.

The only two items that create damage would be DFG, SotD (though that item might as well not exist), Gunblade, and maybe Shurelya's. Shurelya's, Zhonya's and Wriggle's (that are bought far more than DFG and Gunblade) are more defensive, so no.
The fact that items have effects really passes off something else, too. Take DFG. You can get DFG and have the active, or you could get a Deathcap and do damage all the time and not in bursts.
It really depends on the effect, though.
Well see there are definitely times to use it, though. My roommate takes DFG on AP Kog'Maw because he knows if anyone gets close enough to catch him he's going to be insta-killed, so if anyone gets close enough he DFGs them. Rabadon's might do more sustained damage, but you do no damage when dead, so...
