What makes Eve SO BAD, is that she cant lane or jungle.
Everyone can kick Evelyn in a lane, EVERY ONE.
And she cant jungle... well maybe, but it is super slow and you are constantly on low hp.
And she is easily shut down by wards and oracles.

It's not "what makes her not viable?", the question is "what makes her viable?"
Before she had a stun so she could pressure people early, even if you were squishy/
What do you have now? A slow, combined with your squishy health. You get nothing done. Of course, all it does it pubstomps bad players who get caught in 1v2's.
If the enemies were any bit smart, they can counter-jungle the **** out of evelynn because she can't 1v1 ANYBODY early game now.
Even if she gets past early, she's weak as **** mid, and with both a bad early and mid, she can't do jack **** late.
