•and finally, if you use flash and exaust coupled with her arctic advance, it is insanely hard to escape or catch her. Not to mention her passive slowing.

Skarner clears in 3:25-30 :D

Of course she should be built tanky AP, she deals magic damage.
She could use lots of AP too, her ulti doesn't do much damage anyway.

situational. guardian angel is a good choice if you want more tank or you could go with more damage.
i don't know what you guys are talking about, her q makes her jungle insanely good as well, since w deals 50% more damage to enemies affected by her passive frost.

She could be good if you build her HP/AP with scent of CDR. Items like Rod of Ages. All 4 of her skills scale with AP.
Lets say you have 400 AP:
Q - 370 Magic Damage
W - 76 Magic Damage(+2% of her life)/second
E - 460 Magic Damage
R - 670 Magic Damage
Q,W and E have ~10s CD without any CDR. So with 40% CDR you could have Q, W and E up every 6 seconds. So every 6 seconds 370 and 460 damage spells while you have ~120 damage/second field around you, that comes back up again when it ends. And to top it you have ~ 700 damage dealing AoE stun ultimate.

Riot releases Sejuani who has tons of CC, AoE and damage (Phreak is just an idiot for building her full tank).
Sejuani from what I can tell has about 20 less damage on W @ lvl 1 then Shyvana and then quickly outpaces Shyv @ lvl 2 because as she gains hp her damage increases. Not to mention she has a billion better ganks.
Oh well, she has no inherent recover so maybe that will stop her...
Somehow I doubt it.
For anyone wondering she should be build tanky AP like Morde, Kennen, Swain or Rumble.
Perhaps also the fact that her cooldowns are unbearably high might help.
