Have you tried Regrowth Pendant + Health Potion to start? If you take Heal like your build says, you might do ok in jungle this way. You'll be able to farm your Philo on your first trip.

The second overall reason I build these items is that they provide a single large advantage to the user (Sejuani) and a secondary advantage to your team. Since you'll be relying on your team to clean up most of your messes, having them tankier, faster and more able to complete their job through "support" items is necessary. I do include a section on building tankiness properly and in some games I forego Aegis or Shurelya's for early
@tehAsian: Getting a catalyst early might be ok. You don't gain that many levels quickly after getting that much gold. This would lead to maybe 1 tripping of this passive in the jungle, which may not be enough to put it over the edge. The benefits of its later build are pretty strong, so I would think it's a viable path if you wanted to farm hard on Sejuani. HoG is a solid item as well, but I don't always build it. Having GP/10 items lends itself to a longer game and on Sej I try to seal the deal early with ganking. If I see that the game will be a haul because it's really close, I will build a heart.
I try to make guides for champions that don't have a good one. I didn't see a Sejuani or Kayle guide I liked or that replicated my style, so I put them together. I believe there are a number of solid Udyr guides on the site currently.
Would getting a Catalyst early be good? The passive might help you stay in the jungle longer as long as you pull successful ganks. Plus, you can build it into a Banshee or RoA later.
Likewise, what about HoG? Every time I jungle a tank I pick it up after Philo Stone so I have decent gold even if my farming is slow or I need to blue pill.
Lastly, why you no make Udyr guide? :O

Just noticed that comment, and Missury said "Garbage instead of assembly". Whatever the hell that's supposed to mean.
Edit: Just realized a synonym for "Assembly" is "Build", so he was trying to say he disliked the build.
Sejuani is incredibly easy to learn. However, because of the three reasons above, she is incredibly hard to master. Perhaps a section dedicated to ability timing would be helpful, describing when to activate and when not to activate each ability. When trying to feed your carries (part of your job as the tank), timing is key. Knowing when to activate Permafrost, when to turn on Northern Winds, as well as the decision of whether to initiate with Arctic Assault or Glacial Prison, separates the bad from the good. Without this mastery of the timing of her abilities, Sejuani becomes a bigger kill-stealer than tanky
