Also you've got a 700 damage AoE nuke combo pre AD ratios are factored, 900 with the land mine. That's hefty considering you'll still have right clicks and crits.

New champion: Brass, the Warden. Nerfed
Passive: Enforcement: Every fourth attack Against an enemy champion, the champion is slowed by 10% for 1.5 seconds.
Landmine: Brass Plants a rigged landmine in the ground lasting for 4 minutes. When an enemy champions step on the mine, it pops out of the ground, blowing up dealing 70/90/140/200(15% of AD)
Flare: Brass shoots a flare, reavealing the location for 3/4/5/5 Seconds, if an enemy champion is hit within the radius it is also Revealed
Blazing Bullet: Brass fires a skill shot nuke dealing 60/100/140/180/200(40% of AD)to a single enemy champion and setting the enemy champion on fire dealing 20/25/30/35/40 magic damage per second for 3 seconds.

I think the land mine was balanced before, with the 50% ratio as well.
Random thoughts/suggestions.
I would suggest giving the ultimate an AoE blind for a second or two instead, and you could make his theme be almost something of a rocketier/grenadier type. I just feel like slows are overdone in League. With the slow being gone, you can opt to slap a nice AD ratio on the ult as well to ensure usefulness.
Also, is Brass ranged or melee? A lot of what I said before is entirely dependent on if he is ranged or melee.
Also I think your E's ratio should be 50% or higher, regardless :P

Does the damage only apply to one champion on the ulti?
If so, it can be quit a bit higher :P

I actually thought he was kind of underpowered... :S

The post nerf version is real UP but the ulti giving 3 secs of massive slow is huge though o_O
