3) When buying runes, buy these first:
QUINTS: Health (Fortitude), Attack Damage (Strength), Ability Power (Potency), Movement Speed (Swiftness)
MARKS: Armour Penetration (Desolation), Magic Penetration (Insight)
SEALS: Armour (Resilience)
GLYPHS: Magic Resist (Shielding)

I understand that you're worried that you might spend IP on champions that turn out not to be viable, but still I'd suggest that you just play the champions you enjoy and don't worry about viability too much.
I feel like the main thing to focus on for new players is getting a general understanding of the game, which champions there are and what those champions can do, which is most easily done by simply playing a lot and experimenting.
Once you hit level 30 and start to play more 'competitively', you might find that some champions you enjoy playing aren't all that strong, but I still wouldn't consider it a 'waste' of IP if you enjoyed playing that champ and if playing him/her helped you becoming a better player.
Of course if there are multiple free champions that you like and you can only buy one of them, it wouldn't hurt to let your choice be influenced by viability / tier lists etc.
Be careful not to spend too much RP on skins for champions you enjoy though, it is the reason I have a skin for

Veigar,
Jax and probably some other champions that I barely play anymore at all because they're not that strong :P

try every role,when i speak for myself the only role i can play is supporter or tank.
its fine caus i enjoy playing them very much but if you want to play ranked games and play compeptivly then you should be able to play any role.
aaand dont play custom games/coops vs ai,i see tons of guys joining an all random all mid on lvl 30 with around 20 wins in normal games.and they all play awefull

im new,and i was wondering what is the best strategy when it comes to buying champs using free play champs runes and leveling?In other words,im level 5 have about 900ip ,when is it a good time to buy a champion? which tier should the champ be? should i use free to play champs until (about) level 15,should i buy runes for those free to play champs? ...yeah i know that's a lot of questions,but i dont want to make the same mistake as my friend...and i dont want to waste IP on champions im not gonna use or runes im not gonna use...
