So, I looked through that entire thread.
His skillset as of right now is as follows:
Q: Grabs terrain and pulls him to it. If he hits an enemy, pull him part way to him and the enemy comes to him a bit as well.
W: Shield that gives some sort of damage steroid. Probably has a health ratio too.
E: Sends out shockwaves and does some sort of stun.
R: Pillars of water move toward a targeted area or champion, dealing damage to anything on the way there and doing some CC to the target/target area along with more damage than the pillars that followed that path.
He's probably going to be a jungler. He can do top lane in a pinch. He works as a bot lane past level 6 but he's good at stopping oncoming ganks.
EDIT: His passive also gives him incentive to switch targets in a fight much like J4.
