Amumu, Mundo, Skarner, Warwick, Shaco, Fiddlesticks, Alistar, Cho'Gath
A lot of champions use Flat AD reds/quints or Attack Speed reds and Flat Health quints. It seems like you are going for an AP jungler though. Most people would say Mundo/Warwick/Shaco are best AD (which they kind of are...), but they can work with AP for jungling.
Get some of those more AD based runes and that opens up at least 20-30 champions that would use them very well in the jungle (Xin, Trynd, Riven, Jax, Lee Sin, basically all melee AD Carries).

I actually don't have AS runes on him at all. I can play him however I feel at the time. Skarner is so good at jungle, he could probably go do it with no runes. AP gives him a bigger shield for W and does more damage when he spams Q (which is what Skarner jungle is all about).

1. animorte - do you still build Skarner primarily tanky, w a sheen/triforce? Or do you build AP on him? If so, what kinda items?
2. Saw a lot of junglers I've never really considered as junglers. Singed/Karthus/Cass/Ali. Anyone you guys really recommend and think brings alot to the table in the jungle? Thanks!

Top junglers (good ganks, good clear times, good game utility overall): Amumu, Lee Sin, Cho'Gath, Fiddlesticks, Skarner, Gangplank, Rammus, Volibear, Yorick.
Yes. On Skarner, I rush Sheen and then Mercury's Treads (here, most like to get Philosopher's Stone for Shurelyia's Reverie...I don't, for good reason. Just ask if you really want to know, although it is kind of obvious). Then I build armor or magic resistance first depending on the highest enemy damage threat. I do get both though immediately. These will soon build into Frozen Heart and Force of Nature. After I have enough defense, I finish off Trinity Force. Then you generally have your own pick. I like to straight rush Hextech Gunblade when I have those core items, assuming the enemy team hasn't ragequit yet. After that, if an ally has fed an enemy, you might want to grab something to counter that enemy specifically or Guardian Angel depending on exactly how fed they are. If not, you could always build more damage, more health, whatever you like. I usually get Warmog's Armor last because I was already near invincible to begin with, then I will be able to fight almost the whole enemy team by myself, and I have nothing cooler to spend my money on. :P
Additional tips: Max Q first under most circumstances (do get 1 in E). Max W first only if you have no tank or your tank is doing horrible (or DCed).

Singed, karthus, cass and ali are considered troll-picks by most of the community.
Cass - jungling with cass is just trolling, it's just meeh... Bad ganks bad clears bad almost everything.(also high skill-cap!)
Karthus - Karthus jungle is actually legit, he has good ganks with wall and high damage output. After level 6, he can gank without even being in the lane, MADNESS I TELL YOU!(high skill-cap u have to be able to kite and ****)
Alistar - brings good ganks, but with medicore and medicore scaling as well i wouldn't recommend it nor use it.
Singed - He's sooo strong in jungle He's my free-elo hidden op char :D

You can jungle champs who are initially strong junglers without runes with that rune set.
No jungler uses that rune set tbh. The only one I can think of is Fiddlesticks, not including unorthodox junglers. The rest usually use attack speed marks.
And if you want to look for junglers to learn, go look up Stonewall008's jungler tier list. I don't recommend following animorte's list...

(S)He asked for champions that 'could' use that rune page to jungle. The only runes I have on my Skarner page that specifically target jungling are Flat Armor Seals. The rest, I have filled in for things that actually make a difference mid-late game.
