yes you can still flash over obstacles.
Poping projectile, before the change, you were able to flash from a tower shot or for example Veigar ultimate. When you flashed while the projectile was already in air, it was vanishing. So you didnt get any damage from tower or veigar ulti while he still was getting a CD on his ulti.

Everytime I try to kill someone these days I take them to the brink of death and *flash
I mean every other Summoner Spell CAN get you a kill, CAN let you escape. But flash means early game you WILL escape

Headbutt is aimed towards an area. Sure it is a target effect but hell if she's flashed away already why would Riot tell Alistar to chase her across terrain to save her even more?
