I most of the time pick Ghost+ Teleport on my toplaners. People like Cho'Gath or Singed are so tanky, they don't need the surprise, they can just run with Ghost in, act as meat shield and eat some dmg and cc and then still get the target with Ghost, because they are normally pretty mobile and can get their target with ease. If you think you would die to the enemy before reaching them, then you should pick Flash. But that only happens if the enemy is way overfed or you just suck...
