It's the utility they bring to the team.
Throwing another AD carry bot means more damage but, no way to shrug off incoming harass.
Late game, Taric brings more to the team in the form of heals and armor debuffs and that AD/AP aura. Graves on the other hand, is just damage. Probably lower damage than if they had Soraka or another support because he was sharing farm with greedy MF.
